Pre-Crime

Why punish crimes if we can prevent them
A film brought to you by the WAKE UP EUROPE! Festival.
In Turin, across Europe and online.

With Minority Report-like police techniques already available, police forces are increasingly using modern technology to make sure that the murder of tomorrow can be prevented today. What might have been science fiction before is now real life events, as software, algorithms and databases are solving crimes today. Pre-Crime goes deep into the consequences, confronting us with questions about how much privacy we are we willing to abandon for the sake of security.

With a thriller feeling the film follows concrete examples of new technologies solving crimes. In addition the documentary goes back and forth between critics and advocates of pre-crime techniques and broadens the horizon to a bigger perspective, challenging the notion that we as citizens are transformed into tracked and mapped targets with data being recorded for every move, message and purchase we make. Based on date, computers list the criminals of tomorrow. But what if you end up on this list? What if the data is wrong? Or biased? Who is protected by the algorithm? And who is monitored? Welcome to the real life Minority Report.

Festival theme: Technology and Manipulation in Europe

Europe’s role in shaping the future of big-tech in recent years has become ever more prominent. Measures like GDPR show that the bloc is one of the few global players big enough to defend individual freedoms online in the digital sphere, while projects such as the Digital Single Market offer still greater integration across borders.

But there is a darker side to the tech revolution that the EU will have to confront – such as the rise of surveillance techniques, and the potential for censorship on social media, will become ever more significant issues for citizens over the coming parliamentary term.
